This obligation also applies to tourist accommodation, which includes apartments rented out by private individuals without a formal business structure. The region explicitly mentions these properties both in its guidelines on tourism flows and in the section regarding penalties. Hotels, B&Bs, holiday homes, guest houses, and tourist rentals are all subject to the same rule.
This data is used for official statistics. The region collects it on behalf of ISTAT, which conducts a monthly survey on guest movements in accommodation facilities to track arrivals and overnight stays, distinguishing between residents in Italy and those from abroad. This is aggregate data, which is different from the reporting required by the police via Alloggiati Web, which concerns the identity of individual guests and has much stricter deadlines.
The regional guidelines dated 15 April 2026 set a clear deadline: data for a given month must be submitted no later than the 5th day of the following month. For example, arrivals for March must be submitted by 5 April. There is nothing to stop you from entering the data on a daily basis, which is actually the easiest way to avoid having to reconstruct an entire month's worth of data at the last minute.
Within the portal, there is an availability calendar under the CHECK-IN menu, specifically under the 'Gestione disponibilità' section, where you can indicate your opening dates and available rooms. If your property is closed for a period, it is best to mark it there so that the days without guests are accounted for rather than appearing as missing data.
Failure to report guest movements is punishable under article 31, paragraph 11, of the regional law with an administrative fine ranging from 1,000 to 2,000 euros. This rule applies equally to formal accommodation facilities and private tourist rentals. The same law includes a secondary penalty that is often linked to this: those who advertise their property without displaying the CIR (Regional Identification Code) risk a fine of between 500 and 5,000 euros (article 31, paragraph 5-bis).
Until the spring of 2025, the Lazio region used its own system called RADAR. The two regional databases have since been unified, and from 21 May 2025, the collection of capacity and movement data for ISTAT is handled exclusively via ROSS 1000 at lazioturismo.ross1000.it, using the CHECK-IN menu. Data submitted via RADAR up to 19 May 2025 has been migrated and can be viewed in the 'Statistiche' section under the monthly consolidated historical data.
Access to ROSS 1000 Lazio is granted once your property is registered in the regional database. First, you must complete the procedure with the SUAP office of the municipality where the property is located: a SCIA for hotels, non-hotel facilities, and business-run rentals, or a CIA for tourist accommodation managed by private individuals. You will need the reference number of that application during the registration process.
From the portal's login page, select 'Registra una nuova struttura' and enter an email address. You will receive a link valid for twenty-four hours. From there, you enter the tax code (codice fiscale) of the owner or manager, accept the terms and conditions, and complete the property profile with the required documentation. Once the region has verified and approved the information, they will issue your CIR. This code must be displayed in every advertisement and promotional communication, and it is also required to apply for the national CIN via the Ministry of Tourism database. ROSS 1000 allows you to submit data in two ways. You can enter it manually, guest by guest, via the CHECK-IN menu. Alternatively, if you use a booking management system, you can upload a file generated by that software that follows the portal's format. The latter is more efficient when you have a high volume of bookings, as it avoids re-entering data that already exists elsewhere.
Roraima prepares the ROSS 1000 file for you to upload to the regional portal. Your bookings are already in the calendar, and guests provide their details online before they arrive, so the file is automatically compiled after check-in. It includes one entry for every night of the stay, detailing arrivals, departures, and occupied rooms. In your property settings, you simply enter the property code from the regional portal, the number of available rooms, and the number of beds once. From that point on, you can download the file from the regional reporting section and upload it to ROSS 1000 via the file import feature. If a stay is missing mandatory information, Roraima will alert you, rather than generating a file that the portal would otherwise reject.
