From 1 April 2025, anyone renting out a furnished apartment for tourist use in Liguria, Italy, must report guest arrivals and departures via the ROSS 1000 portal. This guide explains who is required to comply, the deadlines, the penalties for missed entries, and how to access the system.
The requirement is set out in the Ligurian Consolidated Act on tourism and short-term rentals, specifically Regional Law 1 of 2024. Article 61 mandates that both professional accommodation providers and hosts of furnished apartments for tourist use—that is, private individuals renting out properties to holidaymakers—must report guest movements. There are no exemptions for those who only own one property.
For tourist apartments, the designated channel is ROSS 1000. The Region introduced this system in phases via resolution 444 of 2024: it started with four municipalities on 15 October 2024, followed by another fifteen on 1 January 2025, and from 1 April 2025, it applies to all Ligurian municipalities. For hotels, B&Bs, guesthouses, and holiday homes managed as a business, the same resolution scheduled the transition to ROSS 1000 for a later stage. You must report guest arrivals and departures on a daily basis, along with the property calendar showing the rooms and beds declared during registration. The system anonymises and aggregates this data, which the Region uses to track tourism trends and which ISTAT uses for statistical surveys on guest movements and accommodation capacity. This is a separate obligation from the report submitted to the Police via Alloggiati Web, which focuses on the identity of individual guests.
While the data is recorded daily, the reporting deadline is monthly. Movements for any given month must be submitted by the fourth day of the following month. The resolution provides a clear example: movements from 1 January must be submitted by 4 February. If there is a period with no activity, the system will notify the host, who must then confirm the absence of guests or enter any missed records.
Days when the apartment is closed should be marked in the portal's calendar by unchecking the "property open" box. This explains the period without guests and prevents any gaps that would otherwise require justification.
Article 69 of the regional law sets a penalty of between 10 and 90 euros for every arrival and departure not reported. While the individual amount may seem small, it adds up quickly. A family of four forgotten for an entire stay accounts for eight movements, and a neglected season can soon result in a significant fine. A different penalty, ranging from 500 to 5,000 euros, applies to the failure to display the required identification code in your listings.
Every apartment for tourist use has a CITRA (Regional Tourist Identification Code), which the Region issues after the property is registered. You can view and download this in the "Anagrafica" section of ROSS 1000. Alongside this is the CIN, the national code from the Ministry of Tourism, which you must request via the ministerial database using SPID or CIE. The regional law keeps the CITRA in force until the national CIN is fully operational.
You can log in via the ROSS 1000 page on the Liguria Region website using SPID, CIE, or CNS. Those without an Italian digital identity who have already received credentials can use the address ross1000.regione.liguria.it. You can delegate the reporting process to an agency or another person via the "Conferimento delega" menu, even for a specific start and end date, which is a useful solution if you live far from your property.
ROSS 1000 Liguria offers two methods. The first is manual entry, day by day. The second is uploading a daily file generated by your booking management software. You can find this under the "Check-in" menu by selecting the option to import from a management file. The Region's import manual requires files to be uploaded in chronological order. Roraima prepares the ROSS 1000 file for you to upload to the regional portal. Since your bookings are already in the calendar and guests enter their details online before arrival, the file is automatically compiled after check-in, covering every night of the stay with arrivals, departures, and occupied rooms. In your property settings, you simply enter the "Property Code" shown in the portal's Anagrafica section next to your CITRA, along with the number of rooms and beds. From then on, you can download the file from the regional reporting section and upload it to ROSS 1000 using the management file import feature. If a booking is missing mandatory information, Roraima will tell you exactly what is needed rather than creating a file that the portal would reject.
