In Sardinia, Italy, every accommodation provider and holiday rental host is required to report guest arrivals and departures to the regional authorities, and they must do so promptly, within twenty-four hours. The official portal for this is SIRED - ROSS 1000. This guide explains who is subject to this requirement, the potential risks of non-compliance, and how to obtain your login credentials.
Regional tourism law L.R. 16/2017 mandates that all accommodation providers, including holiday homes and B&Bs, must report statistical data on guest movements (Article 19). This obligation also applies to those who rent out properties to tourists on an occasional basis without operating as a formal business. Article 21-bis requires these hosts to submit guest movement data for statistical purposes.
Every property and occasional rental unit is assigned a IUN (Identificativo Univoco Numerico) by the Region, which must be clearly displayed in all advertisements and promotional material, including online listings. The IUN is a regional code that exists alongside the CIN, the national code issued by the Ministry of Tourism through its own database.
The Region enforces a strict deadline: data must be submitted within 24 hours, as stipulated by the Regional Executive resolution no. 10/20 of 17 March 2015. While this timeline mirrors the reporting requirements for the police (Questura), these are two distinct obligations directed at different authorities.
Even periods of inactivity must be reported. If a property is open but has had no guests during a given month, you must declare this with zero values, and any closure dates should be marked in the portal's calendar. If you suspend your operations, you must notify the Region, and there is a very practical reason for this.
Under determination no. 1263 of 18 June 2026, the Region suspended the IUNs of occasional rentals that had failed to report either guest activity or a period of suspension since 1 May 2023. Their ROSS 1000 credentials were also deactivated. To reactivate them, owners must submit a formal request via PEC (certified email) to the Tourism Department using the service's designated form. This serves as a clear indication that the data in ROSS 1000 is being monitored and that a property with no reports is treated as inactive.
Article 26 of L.R. 16/2017 imposes a fine ranging from 500 to 2,000 euros for accommodation businesses and from 200 to 1,000 euros for occasional rentals that fail to report statistical data. Repeat offences lead to doubled fines, and persistent non-compliance can result in the suspension of business operations for up to three months.
The portal is located at sardegnaturismo.ross1000.it and replaced SIRED on 3 April 2023, retaining the same login details. This is why you may still see the name "SIRED - ROSS 1000" in some documents. You do not need to request credentials separately, as they are issued once your business registration process is complete.
For businesses, the process involves submitting a SCIA to the SUAPE, and credentials are provided once the application is processed. For occasional rentals, as of 1 February 2025, there is only one route: registering the property on the Region’s Occasional Rental Registry platform using SPID, CIE, or CNS. Once completed, you will receive two emails: the first containing your IUN and the second with your ROSS 1000 credentials. From the following day, you can use these credentials to apply for your CIN via the Ministry of Tourism database.
The Region designates ROSS 1000 as the only authorised tool for data submission and offers three methods: manual entry for each guest, uploading a file exported from your booking management software, or a direct integration between your software and the portal. The SIRED - ROSS 1000 page provides manuals and video tutorials for each of these methods. If you are uploading files, you must ensure they follow chronological order, as each file updates the data for the days it contains.
Roraima prepares the ROSS 1000 file ready for upload to the regional portal. Since your bookings are already in the calendar and guests provide their details online before arrival, the file is automatically generated after check-in, detailing arrivals, departures, and room occupancy for every night of the stay. You simply enter your regional property code, the number of available rooms, and the number of beds in your property settings once. From that point on, you can download the file from the regional reporting section and upload it to ROSS 1000. If any mandatory information is missing for a stay, Roraima will highlight exactly what is needed rather than creating a file that the portal would reject.
